This is a former Piper COLT. . It was completely refit about 20~ years ago by a VERY FAMOUS BUILDER and founding member of Sun and Fun. ARNOLD R. ALLEN. . Look him up, this plane is actually called out in his Obit!
YES, there is ELECTRICAL. (Alternator) YES, there is a NAV/COM, (Digital, no indicator) YES, there is a MODEC transponder. (Not installed, no ADSB).
